Back in 1988 in Sweden, cancer doctor Karl-Henrik Robert was discouraged by the level of disagreement among scientists about environmental matters and wondered if there were basic principles with which they could agree.

He sent out a draft manuscript to a group of peers, scientists and educators. After receiving their comments, he revised the draft and sent it out again including additional scientists.

As Karl-Henrik states in his book The Natural step Story " For a doctor of science, it is irresistible not to go for all the flaws and errors when receiving something from another doctor who claims that he or she ha discovered something that is 'true'. So, when the manuscript returned, it had gained weight from the correction from all its mistakes".

After 21 drafts and the involvement of about 50 scientists, the document was ready in December of 1988. Karl-Henrik got the support from top people in the entertainment business, National television, Department of Education and even approached The King of Sweden, who was very supportive. He then went to the corporate and business people saying "The King and the government and I ...." and raised about 5 million dollars to pay for the printing and mail-out of a booklet to every Swedish household and other projects.
